Explanation of the Request: This project would be used to reconstruct approximately 1,300 feet of failing bulkhead that has shown signs of collapsing into the adjacent Little Neck Creek Canal. The project is an appropriate use of taxpayer funds because there is concern that the separation of the asphalt from the bulkhead on Shore Road has created a potentially serious public safety issue, in that if the bulkhead is not repaired prior to another hurricane or nor’easter, sections of the road will be washed away, resulting in serious loss of property and expensive restoration costs.

Explanation of the Request: This project would be used for a combination of soft (green) and hard (bulkhead/stone) resilient infrastructure at the terminus of streets along Howell’s Creek to reduce flood recurrence intervals and mitigate damage. The project is an appropriate use of taxpayer funds because the project is vital to Bellport Village residents who reside on Howells Point, as safe access to their homes is prevented during flooding events. Additionally, the eroding shoreline is severely reducing parkland and public access to water dependent uses (ex: fishing/clamming/boating/etc.). Furthermore, the project captures contaminates prior to discharge into Bellport Bay, via stormwater systems or with receding flood waters. The success of this infrastructure project mitigates these public safety hazards.

Explanation of the Request: TOBAY Beach is the Town of Oyster Bay's 'crown jewel' natural recreational facility and is enjoyed by approximately 500,000 visitors annually. Regrettably, TOBAY Beach has experienced a significant loss of sand due to erosion resulting from severe weather events. Continued coastal erosion, without mitigation, could compromise and damage the natural dunes, wildlife and manmade recreational facilities located at the site. Over time, continued erosion could render this facility unusable or undesirable for visitors to frequent. This would be a tremendous loss for the areas beach going public who have come to love this oceanfront beach, as well as a significant loss of revenue to the Town of Oyster Bay. To prevent this from occurring, the Town proposes to replace approximately 5,300 cubic yards of sand at the east end of TOBAY Beach.

Explanation of the Request: The funding would be used for the Department of Water’s ability to fulfill its responsibilities in delivering potable water to the 130,000 residents of its six water districts. As part of its responsibilities, it must ensure the quality and quantity of water on a dependable basis including meeting all federal, state, and local standards. However, in August of 2020 New York State enacted stringent standards for the regulation of 1,4 Dioxane in drinking water. To comply with this new standard, the Department of Water began the process of designing and testing treatment systems for the removal of 1,4 Dioxane at each of its affected well sites.

Explanation of the Request: The potential investment will support Holbrook’s goals to create a true Main Street and share in the growth that is resulting because of the nearby Ronkonkoma Hub transit-oriented development. Holbrook has a one-mile section of commercial enterprise that has the potential to experience environmental, economic, and social expansion. The only way such benefits are realized is if a sewer system is constructed to service the potentially growing downtown area. The area exhibits the qualities for introducing mixed use zoning. The only impediment to the change in zoning and subsequent economic redevelopment efforts is the lack of sewers. The project has already received financial support from other governmental entities, including a $2 million State and Municipal Capital Project Grant for the design and construction of sewers in Holbrook, and an appropriated $650,000 design funds from Suffolk County. An estimated $8 million in construction cost remains and is preventing the project from moving forward.

The water system currently serving the 56 homes is not repairable and is being operated under a "Do Not Drink" order from the Suffolk County Department of Health Services. The Oak Beach Water system is proposed and includes a new well, backup well, new water treatment plant, and new distribution system. Providing funding assistance to assure clean water to a community is a primary function of a program such as this and is a valuable use of taxpayer funds.

Explanation of the Request: This funding request will aid in revitalizing the northern section of Carlton Avenue of Central Islip. The southern section of downtown, where sewers have been extended, is a flourishing mix of single-family housing, condominiums, and apartments; along with a retail center, two courthouses, an industrial park, and significant recreational and entertainment venues. The sewer extension is the lynchpin on which the complete revitalization of the entire downtown area rests.
