WASHINGTON, D.C. — Last night, the House of Representatives passed S.1605, the bipartisan and bicameral text of the National Defense Authorization Act for Fiscal Year 2022 (NDAA). Included in the NDAA were two of Congressman Andrew R. Garbarino's Amendments and seven Amendments which he was proud to cosponsor.
"I am pleased to announce that the final NDAA has passed the House, including several of my Amendments which I firmly believe will strengthen our national cyber preparedness," said Rep. Garbarino. "Make no mistake, cybersecurity is national security and the inclusion of my proposals in the final defense funding bill will serve to improve our ability to mitigate and respond to cyber attacks against this country."
Garbarino Amendments passed in NDAA include:
U.S.-Israel Cybersecurity Cooperation Act: This Amendment will establish a Department of Homeland Security grant program to support U.S.-Israel cooperation on cybersecurity research and development, and the demonstration and commercialization of cybersecurity technology. This program will help facilitate a stronger cyber partnership with Israel and ultimately develop more sophisticated cybersecurity technologies in order to thwart future cyber attacks.
Cyber Incident Response Plan: This Amendment will ensure CISA updates its National Cyber Incident Response Plan (NCIRP) at least every two years. It will also require CISA to coordinate with relevant Sector Risk Management Agencies and the National Cyber Director to educate critical infrastructure stakeholders on cyber incident response. By updating the NCIRP biennially, CISA will be able to incorporate lessons learned from cyber exercises and incidents to protect the safety, security, and prosperity of the American people.
Additional Amendments cosponsored by Rep. Garbarino include:
- To establish a memorial dedicated to the 13 service members who lost their lives in the attack on the Hamid Karzai International Airport on August 26, 2021
- H.R. 1833 - DHS Industrial Control Systems Capabilities Enhancement Act
- H.R. 396 - Transit Security Grant Program Flexibility Act (Underlying bill originally introduced by Rep. Garbarino)
- H.R. 3264 - Domains Critical to Homeland Security Act
- H.R. 1850 - Supporting Research and Development for First Responders Act
- H.R. 3223 - CISA Cyber Exercise Act
- CyberSentry ICS Authorization
